Lacaulan has built a distinguished career dedicated to delivering sustainable and cost-efficient infrastructure solutions. A licensed Civil Engineer in the Philippines and a certified Project Management Professional (PMP) and Six Sigma Black Belt (CSBB), Edmon specializes in water infrastructure design and construction, regulatory compliance, and stakeholder engagement.

As an Engineer II at ASPA, Edmon oversees design teams, conducts hydraulic modeling, and ensures compliance with EPA and ASEPA standards. His advanced technical skills, including expertise in InfoWater Pro, have supported the development of sustainable, data-driven solutions that improve community resilience and environmental stewardship.
