PRESIDENT
Engr. Ron B. Palo, PE
Born in Bacolor, Pampanga, he is a Registered and Professional Civil Engineer with advanced business and management training from the Asian Institute of Management and California State University, San Bernardino. He has built a distinguished career in public infrastructure and engineering leadership and has been a member of the American Society of Civil Engineers (ASCE) since 2005.
Within PICE-USA, Engr. Palo has served with dedication—as Treasurer in 2024 and Vice President 2 in 2025—before being elected as Chapter President for 2026.

Beyond engineering, he is also a classical guitar teacher, an artist, and a homebrewer. He owns 10 guitars, collects Chuck Taylors, and holds a certificate in photography from the New York Institute of Photography. He is also active in several organizations including Toastmasters International, the American Society of Brewing Chemists, and the American Portrait Society.

VICE PRESIDENT - 1
Engr. Ernie C. Buo, PE
A Senior Civil Engineer with the City of North Las Vegas – Public Works Department, specializing in water resources, flood control, and wastewater planning. With over 20 years of experience in municipal infrastructure, he leads projects in sewer modeling, capital improvement, and master-planned developments.
A Las Vegas resident since 2004, Engr. Buo immigrated to the U.S. in 1998 and joined PICE-USA in 2019. He served as Vice President II in 2022, was a Board Member, and contributed as a committee member for Professional Advancement.

Born in Siargao, he’s an avid swimmer, hiker, and pickleball enthusiast—bringing both passion and professionalism to the PICE-USA leadership team.

VICE PRESIDENT - 2
Engr. Jerwin N. Escobedo, PE
PE, CQA, ENV SP, Based in San Jacinto, California, A Senior Manager for Quality Assurance & Compliance at LA Metro (Los Angeles County Metropolitan Transportation Authority). A Licensed Professional Engineer, he also holds multiple international certifications, including Certified Quality Auditor (ASQ), ISO 9001:2015 Internal Auditor (BSI), USACE Certified Quality Manager, and Envision Sustainability Professional (ENV SP).
A proud graduate of Saint Louis University, Engr. Escobedo has been a PICE member since 1997, earning lifetime membership after seven years. He previously served as Business Manager (2020 & 2021) and Auditor (2024) for PICE-USA.

Fun fact: Jerwin has worked in over 10 countries and visits 39 U.S. states, combining engineering with exploration. With a goal of visiting all 50 states, he lives by his motto: “Work with pleasure.”

SECRETARY
Engr. Edmon O. Lacaulan, PE
A seasoned civil engineer with over 17 years of experience in water engineering, project management, and construction. He is a Professional Engineer licensed in Nevada, an ASEAN Chartered Professional Engineer, and a PMP® and Six Sigma Black Belt (CSSBB™). He also holds a life PICE membership (L.PICE) and is a member of ASCE.
Currently based in American Samoa, he serves as Senior Project Manager at LBJ Tropical Medical Center, managing major federally funded healthcare infrastructure projects.
Engr. Lacaulan has actively served PICE‑USA as COPA Chair in 2023, P.R.O. in 2024 and 2025, and COPA Adviser in 2025, and continues his service as Secretary for 2026, ensuring organizational continuity and record integrity.

TREASURER
Engr. Jesus Abubo, PE
Hailing from San Jose, San Fernando, Pampanga, He completed his early education at San Jose Panlumacan Elementary School and Jose Abad Santos High School before earning his Civil Engineering degree from Mapúa Institute of Technology in 1984. He is a licensed civil engineer and a member of the American Society of Civil Engineers (ASCE) since 2005, even prior to joining PICE.

With over three decades of professional experience in the Philippines, Japan, & the United States, he currently serves as Project Manager at Construction Contractors Corporation (CCC) and Senior Project Engineer at AWI Builders Inc. in California.
​
Engr. Abubo joined PICE-USA in 2023, served under the COCA Committee in 2024, and was elected Treasurer in 2025, a role he continues to serve in 2026.
Fun fact: He enjoys playing chess and pickleball and once wrote a column titled “Think Tank” for a Filipino newspaper in Japan.

Customer Support Lead
Engr. Leovino D. Mempin, PE
A Civil Engineering Design Specialist at Fluor Corporation in Aliso Viejo, California, where he contributes to global infrastructure projects using innovative and capital-efficient solutions. He also holds life insurance and securities licenses in California, showcasing his versatility beyond engineering.

A devoted and consistent leader in PICE-USA, he has served in key roles: Treasurer (2022–2023), Vice President 2 (2024), Vice President 1 (2025), and now Auditor for 2026.
​
He also served as Vice President of Sacred Heart R.C. Kapamilya Filipino Ministry (2018–2021) and continues to give back through service and mentorship.
​
Fun fact: Engr. Mempin enjoys traveling, handyman work, and playing pickleball. He lives by the belief: “God gives you everything. It’s not what you got—it’s how you use it.”

BUSINESS MANAGER
Engr. Roselle M. Dabu
She has a background in engineering, public service, and business. She worked with the Cabanatuan local government (1999–2009) handling major infrastructure projects, later became a Project Manager for the Subic–Clark Airport Bypass Road Phase 1 contractor, and also served as a Materials Engineer and co-manager of a family construction firm in the Philippines.
Now living in Torrance, California, she is pursuing studies in Administration with a Real Estate concentration and joined PICE-USA in 2025 after long-time membership in PICE Cabanatuan-Nueva Ecija since 1998.

Outside work, she enjoys cooking—winning the 2025 Adobo Throwdown Los Angeles—and is also known as the “Karaoke Queen” from the PICE-USA 2025 Oath-Taking in Las Vegas.

PUBLIC RELATIONS OFFICER
Engr. Jesus O. Dimaala
A licensed Civil Engineer from Batangas City with over 12 years of experience in the construction industry. He is also a Registered Master Plumber, Certified Safety Officer II, DPWH-accredited Materials Engineer I, and Project Engineer II. Since 2019, he has served as Project Manager at Pacific Cooperation Ltd., where he leads the planning and execution of infrastructure and building projects with a focus on quality, safety, and timely delivery.
A Lifetime Member of PICE and member of ASCE, he has been actively involved in PICE-USA as COWME Director (2025) and Committee Member for COME and COPA (2025).

He now continues his service as Public Relations Officer for 2026, committed to advancing engagement and communication across the chapter.

COME CHAIRMAN
Engr. Ruby M. Cahilog
A Planning Technician at Harry Reid International Airport in Las Vegas, known as the Entertainment Capital of the World. A licensed civil engineer who passed the Philippine board exam in 1989, he later migrated to the U.S. and spent years balancing two full-time jobs, making his return to professional involvement especially meaningful.
In 2019, he was encouraged by fellow member Gerlie Barbour to re-engage with PICE-USA. He served as a COPA member in 2025, and now brings his dedication and experience to his new role as Chair of the Committee on Membership & Elections (COME) for 2026.​
Fun fact: PICE member by day, gym warrior by habit, pickleball enthusiast by choice, and coffee-dependent human by necessity

COME CO-CHAIRMAN
Engr. Everilda L. Lacuesta
Originally from Sanchez Mira, Cagayan, Engr. Everilda Lacuesta has built a diverse engineering career across the Philippines and the United States. She has served in various roles—from Project/Resident Engineer in La Union and Laoag, to Estimator/Draftsperson in California, to QA Supervisor at Del Monte, and even a stint as a Supervisor with Ernie Du Construction Services in Los Angeles. She also worked for the IRS in Fresno, CA, showcasing her versatility beyond engineering.​
A registered member of PICE since 1993, and now a member of PICE-USA, she has actively served as COME Chair, COME Co-Chair, and COWME committee member.

COPA CHAIRMAN
Engr. Andreau B. Lamug
Traffic Operations Engineer at the Road Commission for Oakland County, Michigan. His expertise spans traffic operations, construction staging, geometric layout, and QA/QC inspection, with experience integrating MDOT standards into county projects and traffic safety strategies.
​
He holds a Master’s in Civil Engineering from Lawrence Technological University and a PRC Civil Engineer license. He is certified in pavement marking, guardrail inspection, erosion control, stormwater management, concrete testing, and more.
​
A U.S. Army veteran of Operation Enduring Freedom, Engr. Lamug brings tactical insight, technical rigor, and a deep commitment to safe and efficient infrastructure.

COPA CO-CHAIRMAN
Engr. Jerry M. Sevilla
A Supervisor Project Engineer at Saudi Aramco in Saudi Arabia, with extensive experience managing large-scale infrastructure projects. He holds a Master’s in Construction Management, a Juris Doctor (JD), and a Master of Laws (LL.M.), bringing a rare multidisciplinary blend of engineering, legal expertise, and project controls.

A committed member of PICE-USA, Engr. Sevilla joined to stay rooted in the Filipino engineering community and to contribute through leadership, mentorship, and service.
​
Fun fact: Originally from the Philippines, he is a lifelong learner passionate about combining engineering and legal knowledge to strengthen governance and professional leadership.

COCA CHAIRMAN
Engr. Rimen H. Boller
an Assistant Project Manager with a focus on construction management and QA/QC welding. A past PICE-USA Board Member and active newsletter contributor, he now leads the Committee on Community Assistance (COCA) for 2026, advancing the chapter’s outreach and service efforts.

Originally from Catbalogan, Samar, and raised in Tacloban, Leyte, he brings both technical rigor and deep community spirit to his role.
Fun fact: A former Aikido practitioner, Engr. Boller now enjoys tennis, mountain biking, and most of all, quality time with family and friends.

COWME CHAIRMAN
Engr. Isaias D. Aguinaldo Jr.
A retired Route Manager from the California Department of Transportation (Caltrans) District 11, where he served 25 years overseeing SR-54 operations. He also worked as a District Prestress Engineer for 11 years with the Florida Department of Transportation in Davie, Florida.
​
A U.S. Navy Reserve Lieutenant in the Civil Engineer Corps and a U.S. Air Force veteran (Sergeant), Engr. Aguinaldo holds Professional Engineer licenses in California and Florida. He is also an Engineering in Training certificate holder.
​
He earned dual degrees in Civil Engineering (MLQU, 1982) and Sanitary Engineering (National University, 1983) and has been a PICE-USA member since 2023.

COWME CO-CHAIRMAN
Engr. Kenneth B. Avisa
Based in California, Engr. Kenneth Avisa is a Senior Civil/Structural Engineer recognized for his technical acumen and approachable leadership. Since joining PICE-USA in 2022, he has served as Business Manager (2023) and COPA Co-Chair (2024), and now contributes as COWME Co-Chair for 2026, supporting diversity and inclusion within the profession.

Fun fact: Known for his warm personality and quick wit, Engr. Avisa brings both competence and camaraderie to every team he joins.
